The primary differences he cites is 1) prisoners - unlike employees - are not given a choice to be there; 2) prison staff follow strict guidelines in order to maintain control, which is what ultimately establishes how inmates interact with the staff as well as one another - and it is not at all a positive atmosphere. As such, the Governor has closed his mind to the possibility of total quality culture actually having a positive impact upon the inmates because he does not see the more subtle aspects of its approach that can be tailored for the more challenging prison environment.
